This study will explore the concept of needs analysis and its urgency for successful learning while also guiding effective procedures for conducting a needs analysis. Needs in the context of learning, from a systems perspective, can be divided into four categories: input, process, output, and outcome. The method used in this study is the Delphi Method. The steps in formulating needs using the Delphi method are Problem Definition, Identification of Analysis Subjects, Identification of Trends, Development of Interview Items, Implementation of Interviews, Administration of Interview Results, Use of First Round Data, Second Round, Use of Second Round Data. In conclusion, needs analysis is a crucial and fundamental activity when starting any program, especially in education.
